In this reaction, `BiO_3^(-)` is reduced by accepting electrons which are donated by `Mn^(2+)` that is getting oxidized. The balanced equation is : `2Mn^(2+) + 5BiO_3^(-) + 14H^(+) to 2MnO_4^(-) + 7H_2O`
From the balanced equation, it is clear that total of 10 electrons are involved in the reaction, and 2.8 mol of `H^(+)` are required by per mole of `BiO_3^(-)`
