The structure of hypophosphorus acid is

It has one P - OH bond, two P - H and `P to O ` or P = O bonds. Of the three hydrogen atoms, only one hydrogen atom attached to the oxygen atom (OH group) is replaceable. Hence it is a monobasic acid. Because of the presence of P - H bond, it acts as a reducing agent.
