Fluorine is more electronegative than oxygen. Yet the highest oxidation state of a metal is found to be more stable in its oxides than in its fluorides.

Fluorine can only form a `sigma` bond with metal atom, whereas oxygen can form both `sigma` as well as `pi` bonds. Hence, as its highest oxidation state, oxygen provides more stability to the metal than fluorine.
