Does the following graph pass the vertical or horizontal line test ?

Clearly, the graph passes the vertical line test as any vertical line, including x = 1 and x = 2, meets the graph only once.
However, it does not pass the horizontal test as the line y = 2 meets the graph at two points(1, 2) and (2, 2).
