At the time of sunrise and sunset, the sun is near the horizon. The sun rays have to travel a larger part of atmosphere to reach to observer. As `I_s prop (1)/(lamda^4) and lamda_r` is largest in the visible region, red colour is scattered the least, and enters our eyes.
