A NOT gate can be formed by proper biasing of a transitor as shown.

If input (A) is low (0) , then the transistor is in cut off stage and output (Y) is same as ` V_(CC) = V (1) ` . If input (A) is high , then transistor current is in saturation and the net voltage at output (Y) is V (0) or is in state 0 .
