As we know that all exothermic reactions are not spontaneous whereas all such type of reactions where the entropy of system increases are spontaneous . So, we can say where the internal energy of system decreases and randomness increases the reaction become spontaneous .Hence, both assertion and reason are true and reason explains the assertion.
