Chemical means ( oxidising agents like `KMnO_(4), K_(2)Cr_(2)O_(7), MnO_(2)`) are available to oxidise `Cl^(-)`, `Br^(-)` and `I^(-)`. As fluorine itselt is a strongest oxidising agent, there is no way to convert `F^(-)` to `F_(2)` by chemical means, hence it is oxidised electrolytically.
