a. `(200)/3V` b. `300 muC`

When switch is `S` open, for isolated system `1`,
.
`6(x-200)+3(x-0)=0`
or `x=(400)/3V`
Similarly for isolated system `2`
`3(y-2p00)+6(y-0)=0`
or `y=(200)/(3)V`
Thus `V_(a)-V_(b)=x-y=(400)/3-(200)/3=(200)/(3)V` .
