`chi = 0.359 xx (Z_("eff"))/(r^(2)) + 0.744`
(`Z_("eff")` is calculated on the basis of Slater's rules taking all the elctrons.)
Electronic configuration of `Si(Z = 14)` is
`1s^(2), 2s^(2) 2p^(6), 3s^(2) 3p^(2)`
`Z_("eff") = 14-(0.35 xx 4 + 0.5 xx 8 + 2 xx1) = 3.80`
`chi = 0.359(3.80)/((1.175)^(2))+0.744 = 1.73`
