From Stefa's law
`E = sigmaT^(4)`
or `E prop T^(4)`
`:. (E_1)/(E_2) = ((T_1)/(T_2))^(4) = ((T)/(2T))^(4)`
or `(E_1)/(E_2) = 1/16`
or `E_(2) = 16 E_(1) = 16` times.
Now , specific heat does not very with temperature, it is the thermal property of a material .
