When a stone is thrown up, it reaches a certain height and then stars falling down. Why ?

When a stone is thrown up,its velocity goes on decreasing at a constant rate of `9.8m//s^(2)`. At a certain height, its velocity becomes zero. So it can not rise further. From this maximum height, the stone falls down with constant acceleration due to `gravity=9.8m//s^(2)`.
