Why is it risky to issue a driving license to a person suffering from colour-blindness?

A colour-blind person cannot distinguish between different colours. If a driver is colour-blind , he will not able to distinguish between the colours of the signal and the colours on different sign boards . This will lead to an accident . Hence , it is risky to issue a driving license to a person suffering from colour-blindness.
