The direction of the induced emf or current is such as to oppose the charge that produces it, this is also known as Lenz's law. If electron is moving from left to right, the flux linked with the loop (whichh is into the page) will first increase and then decrease as the electron passes by. so the induced current in the loop will be first anticlockwise and will change direction as the electron passes by.
