Can a satellite move in a stable orbit in a plane not passing through the earth's centre ? Explain.

No, it is because for the orbital motion of satellite, the centripetal force is provided by gravitational pull of earth on satellite. If the earth is not at the centre of the orbital motion, Fig. the plane of orbit is not passing through the centre of the earth, the gravitational force will not be directed towards the centre O' of the orbit. Due to which the orbit will not be stable. In this situation the component of gravitational pull on satellite perpendicular to the plane of orbit will pull the satellite till its orbital plane passes through the centre of the earth, as shown in Fig.
