Here, first car is the source, second car is listener
`upsilon_(s) = 22 m//s, nu = 400 Hz`
`upsilon_(L) = 16.5 m//s, upsilon = 340 m//s`
As source and listener move towards eachother, therefore
`nu' = ((upsilon + upsilon_(L)))/(upsilon - upsilon_(s)) = ((340 + 16.5)400)/(340 - 22)`
`= (356.5)/(318) xx 400 = 448 Hz`
