As `upsilon = sqrt((GM)/(r ))`
i.e., `upsilon prop (1)/(sqrt(r ))` , so `(upsilon_(1))/(upsilon_(2)) = sqrt((r_(2))/(r_(1))) = sqrt((3r)/(r )) = sqrt(3)`.
