When air is breezing, the air layers are moving with unequal velocity on the two face of cotton flag. Unequal velocity on the two faces of cotton flag. Due to it, there will be unequal pressure on the two faces of the flag ac cording to Bernoulli's theorem, which results fluttering of flag.
