Yes, this is because in hilly areas, temp. of surroundings `(T_(2))` is lower than that of plains. Therefore, `(T_(2)//T_(1))` is smaller in hilly areas than in plains. `eta= (1-(T_(2))/(T_(1)))` becomes more in hilly areas than in plains.
