Why is the communication using line of sight mode limited to frequencies above 40 MHz?

The electromagnetic waves having frequencies
above 40 MHz can not be reflected by
ionosphere. Therefore, their propagation through
sky wave is not possible. Such high frequency
waves are heavily absorbed while progressing
over the surface of earth. Therefore, their ground
wave propagation is also not possible. The only
way by whch such waves can propagate is the line of sight mode.
