The temperature range of `14.5^(@)C` to `15.5^(@)C ` is chosen while deciding the unit for heat . If we heat 1 kg of water by `1^(@)C` in different temperature range other than `14.5^(@)C` to `15.5^(@)C` the amount heat required will be slightly different .
