No, dielectric constant of a material is always greater than I.
As `K = (C_(m))/(C_(0)) and K gt 1 :. C_(m) gt C_(0)`
i.e., the capacitance with dielectric slab between the plates is greater than with vacuum between the plates. So there is no such material which when placed between the plates of capacitor, redicues its capacitance.
