Both assertion and reason are true and reason is the correct explanation of assertion. `[Sc(H_2O)_6]^(3+)` has no unpaired electron in its d subshell and thus d-d transition is not possible whereas `[Ti(H_2O)_6]^(3+)` has one unpaired electron in its d subshell which gives rise to `d-d` transition to impart colour.
