In aq. Solution phenol ionizes to give phenoxide in which highly activates benzene ring and give trisubstituted product while in presence of `CS_(2)` an intert solvant phenol is unable to ionize due to which benzene ring in slightly activated. Hence, monosubstituted product is obtained.
