The wooden block performs a simple harmonic motion of frequency `n =(1)/(2pi) sqrt((K)/(m))`
This does not depend upon the force due to electric field. i.e. the frequency is not affected.
But due to the electric force, the mean position of the block is shifted.
(F=QE and Q moves in the direction of the field) Thus (a) is the correct option
