The electric flux `phi_(1)` through `S_(1)` is given by
`phi_(1)=(2Q)/(epsi_(0))`, similarly the flux through `S_(2)` is givenn by
`phi_(2)=(2Q+3Q)/(epsi_(0))=(5Q)/(epsi_(0))`
`therefore (phi_(1))/(phi_(2))=(2Q)/(epsi_(0))xx(epsi_(0))/(5Q)=(2)/(5)`
