By definition, a strong electrolyte ionizes or dissociates almost completely. At high concentration, the average distance between ions is very small. Consequently,they may re combine to form ion-pairs, which have no contribution to conductance. With dilution, the average distance between ions increases. This leads to decrease in tendency to form ion pairs. In other words, the ionic mobility increases as more and more ions arc able to participate.
