During the electrolysis, `NaCl` is converted to `NaOH` on account of the reduction of `H_(2)O` at the cathode:
`2H_(2)O(l) rarr O_(2)(g)+4H^(+)(aq.) + 4e^(-)`
The `Na^(+)` ions which are not reduced combine with `OH^(-)` ions to form `NaOH`. To convert `1 L` of `1 M NaCl (1 mol NaCl)` solution to `1L` if `1 M NaOH (1 mol NaOH)` solution, we need `1` mol of `OH^(-)` ions. This means passing `1` mol of electrons or `96,500 C` through the cell.
`I = (Q)/(t)`
or `t = (Q)/(I) = (96,500 C)/(1 A)`
