Why does `H_(3)PO_(3)` act as a reducing agent but `H_(3)PO_(4)` does not ?

`H_(3)PO_(3)` contains one P-H bond and hence acts as a reducing agent but `H_(3)PO_(4)` does not contain a P-H bond and hence does not act as a reducing agent.
