Non-zero oxidation states of O are `-1,-2` , that of Cl are `-1, +1, +3, +5 and +7` , that of F is `-1`, that of P are `-3,-2,+1,+3 and +5` , that of Sn are `+2 and +4` , that of Tl are 1 and and `+3` , that of Na is `+1` and that of Ti are `+2,+3 and +4`.
Thus, only F and Na can exist in one zero oxidation state.
