`CI_(2)(g)+2OH^(-)(aq)rarrCIO^(-)+CI^(-)(q)+H_(2)O^(-)(l)`
in this reaction O.N of CI increase from 0 in `CI_(2)` to + 1 in `CIO^(-)` therefore is both oxidised to `CIO^(-)` and reduced to `CI^(-)` since `CI^(-)` ion cannot act as an oxdising agent therefore `CI_(2)` bleaches substances due to to oxidising action of `CIO^(-)` ion
