The staffing function is performed by every manager and not necessarily by a separate department. Explain.

Staffing is the reponsible of all managers, because it is a continuous process. Every manager at all level of an organisation is responsible for effective planning and executing of the staffing function. However, the scope of staffing is different in different organisations.
In small organisations, all managers perform the staffing function . But in the large oragnisations, however it is a function of all managers but a separate Human Resource Department may be created.
