On moving down the group, the stability of `+5` oxidation state decreases while that of `+3` oxidation state increase due to inert pair effect. Thus, `+5` oxidation state of `Bi` is less stable than `+5` oxidation state of `Sb`.Therefore, `Bi(V)` is a stronger oxidizing agent than `Sb(V)`
