The atom receives its last electron in 3p-orbital, so it belongs to p-block elements. Accordingly, its group number =10+no. of electrons in the valency shell=10+(2+1)=13. Again, period of the element=number of principal quantum number of the valency shell=3. it is a metal becaused it belongs to 13th group of the periodic table valency of the element=number of electrons in the valency shell =2+1=3.
