The structures of `CO_(2) and N_(2)O` are:

`CO_(2)` molecule is linear with C atom at the centre. The `CO_(2)` molecule contains 2 polarr C-O bonds, as oxygen is more electronegative than carbon. In `CO_(2)` molecule, the two bond dipoles `(C^(delta+)-O^(delta-))=mu_(1)`, act in opposite directions and cancel eachother, as a result, the resultant dipole momoent `mu_(r)`, becomes zero, thus `CO_(2)` molecule is non-polar.
On the other hand, `N_(2)O` molecule, though linear, contains a polar coordinate bond (`Nto O`) at one end and a lone pair of electrons on the N-atom at the other end. moment due to `N to O` bond and that due to lone paiir act in opposition but they do not cancel each other as they are not equal in magnitude. hence `N_(2)O` has a resultant dipole moment although it has low value. therefore `N_(2)O` is a polar molecule.
