`PbCl_4` is unstable to heat.

`Pb^(2+)` is more stable than `Pb^(4+)` due to inert pair effect. So `PbCl_2` is more stable than `PbCl_4`. Thus on heating `PbCl_4` converts into stable `PbCl_2` by losing `Cl_2`.
