Lead is not known to form `Pbl_4`.

`Pb^(4+)` is unstable due to inert pair effect and can easily convert into stable `Pb^(2+)`. So `Pb^(4+)` can act as a good oxidising agent. `I^-`ion is a good reducing agent and reduces `Pb^(4+)` to stable `Pb^(2+)`. So `PbI_4` is not formed.
