Where does the emf of a cell exist?

Electromotive force of a cell exists at the plane of contact of the electrolyte with the positive and the negative electrodes of the cell. Contact potential difference is generated at the anode-electrolyte contact surface, as well as the cathode-electrolyte contact surface. The combination of these two contact potential differences accounts for the electromotive force of the cell.
