Electron configuration of nitrogen `(Z=7)1s^(2)2s^(2)2p^(3)`.
Electron configuration of oxygen
`(Z=8)1s^(2)2s^(2)2p^(4)`.
Nitrogen has a halffilled electronic configuration which is much more stable than an incomplete p- orbital of oxygen which would need to give up one of it's electrons to attain the stability of nitrogen . Hence nitrogen would require more ionization energy to remove an electron from it's outer shell than oxygen.
