Why is a normal eye not able to see clearly the objects placed closer than 25 cm ?

(i) The rays coming from the objects which are at a distance less than 25 cm are not properly focussed on retina therefore ciliary muscles cannot be contracted beyond this limit.
(ii) The focal length of the eye cannot be reduced below 25 cm.
