Meta directing groups: the groups which direct the incoming group to the meta position are called meta directing groups.
Examples: `- NO_(2), - CN, - CHO, - CO - COOH, - COOR and - SO_(3)H`

Because of resonance effect, electron density decreases at ortho and para positions in the benzene ring. Due to - I effect of the `NO_(2)` group also electron density of benzene ring decreases, hence, these groups are called deactivating groups. therefore, the electrophilic subsitution takes place to the comparatively electron rich meta position.
