Why rockets are launched from west to east in the equatorial plane?

When a rocket is launched from west to east, the linear velocity of the Earth is compounded with the launching velocity of the rocket. This is due to the fact that the Earth rotates from west to east. Also, the linear velocity of Earth is maximum in the equatorial plane.
