Explain why `PbCl_4` is a good oxidising agent.

Due to inert pair effect `Pb^(2+)` ion is relatively more stable than `Pb^(4+)` ion and so `Pb^(4+)`ion readily gets reduced to `Pb^(2+)` ion by accepting two electrons. That is why `PbCl_4` is a good oxidising agent.
