Considering the resonance structures of benzene ,it is easy to understand that positions 1,2- and 1,6-are indistinguishable. Similarly , positions 1,3- and 1,5- are indistinguishable. Thus , in case of dilbromobenzene , only three isomers are possible which are as follows -
