When moist blue litmus paper is dipped in a solution of hypochlorous acid, it first turns red and then it gets decolorised. Explain.

HOCl acts as an acid `HOCl to H^(+)+Ocl^(-)` and hence, turns blue litmus red. It also acts as a bleaching agent because it dissociates to given ascent oxygen `(HOCl to HCl + O)`, which decolorises the red litmus by oxidation.
