`PH_(3)` forms buddles when passed slowly in water but `NH_(3)` dissolves. Explain why ?

`NH_(3)` forms hydrogen bonds with water , therefore it is soluble in it but `PH_(3)` cannot form hydrogen form with water, so it escape as gas.
