Why can aryl halides not be prepared by reaction of phenol with HCl in the presence of `ZnCl_(2)`?

In phenol long pair on the O-atom of -OH group is involved in resonance with the benzene ring and so, the C-O bond has partial double bond character. Thus, breaking of this bond leading to formation of chlorobenzene is rather difficult.
