How do you explain higher stability of Tl `Cl_3` ?

Chlorine is good oxidising agent and `Cl^-` ion is weak reducing agent . So chlorine can oxidise thallium to higher oxidation state i.e., to +3 and form `TlCl_3`. As `Cl^-` ion cannot reduce `Tl^(3+), TlCl_3` is stable.
