C

Due to +I effect of `CH_(3)` group, toluence (2) has higher electron density than benzene (1). Out of Cl and `NO_(2), NO_(2)` group has a strong `-I` effect and -M effect while chlorine has a weak -I effect, therefore, nitrobenzene(4) has a much a lower electron density than chlorobenzene. Thus the overall reactivity order is `2 gt 3 gt 4` i.e. option C is the answer.
