Bi (III) is more stable than Sb III) due to greater inert pair effect. This means that Bi (V) has more tendecy to change to Bi (III) as compared to Sb(V). As a result, the electron accepting tendency of Bi (V) is more or it is a stronger oxidant agent as compared to Bi (III).
